City proposes new "minor IDP" permit to speed routine infrastructure approvals

Development Services staff told the council they propose adding a "minor IDP" permit category to the city's Infrastructure Development Permit process to speed review for routine construction that follows standard specifications.
"We're attempting to put another permit in to make construction a lot easier for the community," Michael Lane of Development Services said. He described the new minor IDP as a permit that would allow contractors to submit standard specifications and receive an expedited review for routine work that does not require full multidisciplinary review.
Lane said the existing IDP process is longer because it covers multiple disciplines including water, sewer, streets and stormwater. The minor permit is meant to capture projects that conform to established standards so they can be processed faster.
Council members asked whether specific projects that required large escrows (for example, a $10,000 escrow for a sewer cap) would fit the new permit. Lane said the example cited by a council member was not the type eligible for a minor IDP.
Staff framed the change as an administrative improvement to reduce permit turnaround time for common construction tasks while preserving full IDP oversight for larger or complex projects.
