Committee recommends full jail HVAC replacement; votes to proceed with Jamar proposal pending county board approval

John (Jamar), a contractor who prepared one of the proposals for the Ashland County jail HVAC work, told the committee the building's heating and cooling equipment (largely original to the 1996 jail addition) is at or past expected life and that a full replacement is advisable. He recommended replacing both boilers and installing a rooftop chiller with appropriate glycol piping and roof supports.
Committee members compared Jamar's bid to a Johnson Controls proposal and discussed redundancy, boiler sizing and roof load. John said the new boiler plan calls for a 2,000,000 BTU/hr boiler; he also noted both boilers will be dual‑fuel (natural gas with propane backup) and that the new chiller will weigh more than the existing condensing unit but that the roof structure would span and carry the load without additional vertical supports, per his assessment.
Pat Kenny, Ron Stender and other committee members emphasized replacing both boilers at once rather than phasing the work, arguing it would be more efficient and less costly over time. After discussion, Ron moved that the county proceed with the Jamar proposal; Blake seconded, and the committee voted in favor.
Committee members and staff noted that because of the purchase size, the full county board must approve the expenditure; the item will be placed on the July 22 county board agenda. The committee also agreed to hold a finance meeting before that date to decide whether to pay with cash or use a debt levy.
