Ilham said he had reported off‑leash dogs to police and that responding officers had not always stopped to speak with residents.
An online commenter, Susan Kilborn, also described two dog‑bite incidents in her neighborhood and suggested a split shift for animal‑control officers to improve evening enforcement when many dog‑off‑leash reports occur.
Council members acknowledged the complaints and requested staff follow up with police and animal control to review enforcement options and communications to residents.
