North Ogden council adopts municipal officers’ compensation schedule required by state law

The North Ogden City Council voted to adopt Ordinance 2025‑12, a compensation schedule for municipal officers the state requires be adopted either before or concurrent with the city budget. The measure passed on a roll‑call vote.

John Call, the city manager, told the council the state enacted a law requiring municipalities to adopt and disclose executive‑officer compensation increases before budget adoption after other cities had unexpected bonus payments. “It’s important to show that in our city, we don’t do any bonus increases,” Call said, and he noted vehicle stipends and similar benefits were not being increased this year.

Call said the schedule presented reflects ranges developed in a market study and that showing the mid‑point change does not mean every employee receives that percent increase. “Even though, for example, this one says there was a 13% increase in the range, it doesn’t mean that individual’s getting a 13% increase,” he said.

Council members asked procedural and fairness questions about how department heads and other employees move toward the midpoint. Call said merit and time in position would determine individual increases and noted the budget includes a maximum 10% raise for any position this year.

Councilman Severing moved to approve Ordinance 2025‑12; Councilman Pulver seconded. The ordinance passed by roll call vote (ayes recorded; no dissent noted).

The ordinance documents will be corrected for a typographical error the manager noted and published with the adopted ranges.
