- Consent calendar: Council adopted the consent calendar (13 items) in a single motion; no items were removed for separate discussion. The motion passed unanimously.
- Collection of delinquent sewer service charges: Council closed the public hearing and authorized placing delinquent sewer service charges on the property tax roll as permitted by the Vista Municipal Code (staff reported the action does not increase existing rates; it authorizes collection consistent with municipal and Buena Sanitation District code). Approved unanimously.
- Levy of delinquent mandatory trash charges (FY24-25): Council closed the public hearing and adopted staff's recommendation to levy delinquent mandatory trash charges onto the property tax roll; staff reported EDCO identified 201 delinquent accounts totaling approximately $46,000 to $55,000 with fees. Approved unanimously.
- Levy of administrative-citation charges: Council approved placing prior uncollectible administrative citations on the tax roll for collection; staff said there are 35 affected property owners with citations totaling about $25,000. Approved unanimously.
- Levy of assessments for FY25-26 (Landscape & Lighting District No. 1, Street Maintenance District No. 1, South Melrose Landscape Maintenance District): Council ordered the assessments per adopted engineers'reports and approved associated resolutions; staff said the recommended assessments are at pre-Proposition 218 maximums in the reports. Approved unanimously.
Each public-hearing action was presented by finance staff and closed with a motion to adopt staff recommendations; council cast unanimous votes on each item. Staff noted that placing delinquent charges on the tax roll is a collection mechanism allowed in the Vista Municipal Code (see VMC section 13.16 for refuse collection requirements) and Buena Sanitation District code.
