The Santa Clara Planning Commission on June 11 recommended that City Council approve entitlements for an eight‑lot semi‑attached single‑family project at 2303 Giannaro Street. City staff presented the project and recommended the commission adopt a mitigated negative declaration, approve a rezoning from R2 to PD (planned development), and approve a tentative subdivision map to create eight for‑sale lots and a shared common parcel.
Staff told commissioners the approximately 0.39‑acre site would be developed with eight two‑ and three‑story semi‑attached houses (two‑unit “packs”) with two parking spaces per unit plus two additional on‑site spaces. The proposal includes one affordable unit and no inclusionary offsets, and the subdivision map was cleared by the subdivision committee in January 2024, staff said. Public outreach included a hybrid meeting in March 2025 that drew about ten participants; concerns noted in outreach focused on traffic, parking and unit size.
Applicant representatives described design details, confirmation that the layout includes a hammerhead turnaround and two guest spaces, and said landscaping and on‑site measures would address visual impacts. Commissioners asked about sound attenuation because the site is near Levi’s Stadium; the applicant said plans meet code and would not include above‑code acoustic enhancements at this time.
The commission voted to adopt a resolution recommending City Council adopt the mitigated negative declaration and mitigation monitoring and reporting program; to approve rezoning from R2 to PD; and to approve a tentative subdivision map subject to the staff‑recommended findings and conditions. All motions passed on roll call.
The proposal will be forwarded to City Council for final action. Staff indicated that additional deferred permits (water, electricity, sewer) and project‑level reviews remain before building permits are issued.
