Administration said the new approach makes policy brief and allows the operational guideline to evolve as staff learn from implementation. Key intended changes include charging hourly rather than daily rates (administration gave auditorium rental as an example), building an online booking checklist that requires users to acknowledge the guidelines, using district staff for technical systems (lighting, audio) when appropriate, and enabling online payments or front-desk payment processing.
Board members suggested staff add a minimum rental period (for example, two hours) to avoid one-hour bookings that impose disproportionate janitorial or staffing costs, require acknowledgements that the renter read the guidelines, and add thresholds for security presence at large events. Staff said keys/fobs will be programmed for specific access windows and can be disabled automatically after the rental period; the district will continue to refine the guideline and return for final policy approval at a later meeting.
No final policy vote was taken; the board asked staff to circulate suggested guideline language and to build the online booking flow with a mandatory acknowledgment step before returning the policy for approval.
