Planning commission approves Estella La Mesa Subdivision Unit 2 plat, denies developers exception request

The El Paso City Planning Commission on June 5 approved the preliminary and final plat for Estella La Mesa Subdivision Unit 2 and denied the applicant's exception request to reduce right-of-way and street improvements on Bington Avenue.
The 11.68-acre proposal would be divided into a single residential lot with access from La Mesa Avenue. Staff presented the plat and said the applicant sought exceptions to waive dedication of 5.5 feet of additional right-of-way, waive construction of 7 feet of additional roadway, and allow the sidewalk to abut the roadway rather than be separated by a planter strip on Bington Avenue. Alex Alejandre of Planning and Inspections told the commission, "The exception request to waive the right of way of improvements meets the criteria under El Paso title 19. And with that, staff recommends approval of Estella La Mesa Subdivision Unit 2 on a major combination basis and denial of the exception request."
Staff proposed two conditions: that the applicant landscape the rear of all double-frontage lots in accordance with Title 19 of the El Paso City Code and that restrictive covenants be provided prior to recordation of the final plat. The applicant's representative, Aaron Alvarado, said the team "concur[s] with all staff comments and recommendations." He told commissioners the wider development is being submitted in phases and that further subdivision or rezoning would require returning to the commission.
Commissioners asked about existing sidewalks across the street and the possibility of future development. Commissioner Carrillo pointed to lots across the street that already have sidewalks and planter strips; Alejandre said the applicant's request was intended to match existing conditions on Bington Avenue. The commission made a motion to approve the plat with staff conditions and to deny the exception request; the motion carried.
The approval permits the plat recordation to proceed once the stated conditions are met; details of future development or any additional plats were not specified at the meeting.
