County staff reports negotiated reductions in Tyler ERP proposal; annual subscription cost still under review

Klamath County staff reported progress negotiating implementation and subscription costs with Tyler Technologies for an enterprise resource planning (ERP) system and asked commissioners to consider final contract approval at a later meeting after additional departmental review.
Susan Alexander and other staff reviewed the vendor's original implementation costs and the negotiated amounts. The report showed the pre-negotiation one-time implementation and subscription figures and the reduced, negotiated total. Staff said they removed several optional modules after consulting departments to lower up-front and annual subscription costs.
A key optional module flagged for later consideration was Tyler's cash-receipt/payment integration (third-party processing), which could automate in-person credit-card transactions into the county's cash-receipt system. Staff recommended postponing that module to allow further departmental review because different departments already use disparate payment systems (tax, solid waste, etc.).
Staff included the Cornerstone learning management system requested by HR at an annual cost the HR director supported. Staff said the reduced annual subscription remained substantial and that the contract will be on the agenda for final approval at a future meeting (staff suggested July 1 or the next available board meeting once departments complete their reviews). No final vote occurred at this meeting.
