Board rates superintendent 'at or above standard' and announces new high-school principal and assistant principal/AD
Summary

The Central School District 13J board read a summary of the superintendent’s annual evaluation and briefly announced two administrative hires for Central High School.
Byron Schinkel, board chair, read a written summary dated June 9, 2025, reporting the board’s evaluation of Superintendent Dr. Jennifer Cabista. The written summary — the board said — used criteria from the Oregon School Boards Association (OSBA) workbook on superintendent evaluation and listed goal areas the superintendent and board set at the start of the year, including improving supportive environments, data quality and instruction. The summary concluded Dr. Cabista is performing at or above standard overall and noted high ratings in ethics, inclusive district culture and governance and advocacy. The summary also listed district accomplishments during the year, including replacement of the high-school turf and track, successful principal and athletic-director searches, improved communications (ParentSquare) and student testing gains.
Separately in the meeting, district leaders announced two hires for Central High School. Rick Dormer, described in the board remarks as an experienced high-school administrator from Alaska who has served as a math teacher, instructional coach and district mathematics specialist and who was previously president of the Alaska Association of Secondary School Principals, has accepted the role of high-school principal and will join the district July 1. Brandice Piper has accepted the assistant-principal/athletic-director position; Piper previously served as a teacher, instructional coach and athletic coach at McKay High School in Salem and will join the Central High administrative team in July.
The board’s evaluation summary closed with expectations to continue collaborating with the superintendent on student-academic growth and support for instructional staff in the coming year.
