School committee discusses new policy on education of homeless children and youth; no vote taken

The Portsmouth School Committee discussed a proposed new standalone policy, Policy JLG: Education of Homeless Children and Youth, after a Title I audit recommended the district separate the topic from its student residency policy. Committee members heard that the policy was adapted from an exemplar supplied to the district and that legal review has taken place; no final vote was held Tuesday.
“During our Title I audit, we had a discussion…and it's a necessary policy to stand alone,” said Doctor Riveros during the committee discussion, noting the policy was previously folded into the district’s student residency language and was flagged in the audit as needing its own standalone policy. The committee’s policy subcommittee reviewed the draft and forwarded it to the full committee for discussion.
Committee members confirmed the draft will return for a formal reading and future vote. There was no recorded motion to adopt the policy on Tuesday.
The committee did not alter the draft during Tuesday’s discussion; legal counsel and subcommittee review were referenced as part of the review process. The district will publish the policy draft for the committee’s first reading at an upcoming meeting, at which a formal vote may occur.
