Board adopts state school climate policy and waives exchange-student tuition for coming year

At the June 4 meeting the Bristol Board of Education adopted two policy items: the state-mandated Connecticut School Climate Policy (policy 5.1.3.1) and an amendment to the district’s instruction/travel/exchange policy (policy 6.1.4.5.6) to allow inbound exchange students without paying tuition for the coming year.

Policy 5.1.3.1 was presented to the board as language developed with guidance from state partners and required to be in effect by July; the board adopted the policy as presented and discussed implementation details, including the administrative forms that will support the policy. Policy committee members noted the district already had many of the required components in place and asked that administrative practice and related policies be cross-checked for consistency.

Policy 6.1.4.5.6 was the result of work with the Rotary Club and district staff; the board agreed to waive the per-pupil tuition requirement for inbound exchange students for the coming year to facilitate placements. Lyman Louie, Rotary district chair for inbound students, described the Rotary program’s vetting of host families and the support structure for inbound students, including club counselors, a modest student allowance and an insurance policy paid by the inbound student.

Board members discussed safety and oversight and were told Rotary conducts reference checks and other vetting; club representatives said club procedures for screening host families and club-level support aim to manage safety and consistency. The board voted to approve the travel/exchange policy amendment as presented.
