Trustees accept resignation of Ricardo Moreno, effective Aug. 1; board to begin vacancy process

Harlandale ISD trustees on Wednesday accepted the written resignation of Ricardo Moreno from the board of trustees, with an effective date of Aug. 1, 2025.

Moreno presented his resignation during agenda item 24 and said he is leaving to expand his role in public education and to focus on family. "I formally inform you about my decision to resign from my position as a board member of the Harlandale ISD effective 08/01/2025," he said.

Board counsel explained the statutory process for accepting a resignation submitted in writing and the options available to the board for filling the vacancy after the resignation’s effective date. Trustees moved to accept the resignation as submitted; the chair called the roll and reported "motion carries." The board did not record a roll‑call vote with individual yes/no tallies during the work session; staff noted that the board may meet in closed session on legal advice about next steps.

Board President Miss Cavazos delivered a public expression of thanks to Moreno for his years of service to the district, saying in part, "You will greatly be missed here." Moreno said he would remain available to support the district during the transition and give a more formal goodbye at his final meeting in July.

Staff indicated they will follow board policy for filling the vacancy and provide legal guidance and timeline options at an upcoming meeting so trustees can decide whether to appoint a successor or conduct another process permitted by state law.
