Martinez said the work is intended to create a more welcoming, art‑infused destination and that the owners have planned to complete key improvements in time for the 2028 Olympics.
Councilmembers applauded the outreach and the aesthetic updates. The action authorized consent to the change in tenant ownership structure and allowed the project to proceed with required administrative approvals. No public opposition was recorded at the hearing; council approved the consent.
Next steps include coordinated review of construction sequencing and public‑space plans and compliance with any permit and building requirements.
