Judith Leung, Environmental Health Bureau manager, told council the study — funded in part by state grant money (AB 178) — included community surveys, multilingual outreach (English, Spanish, Tagalog, Khmer), interdepartmental meetings and consultation with other California jurisdictions that have adopted MECO programs.
