The Planning and Zoning Commission on Monday approved a zoning change for a 5.947-acre property at 3602 East U.S. Highway 377, allowing it to convert from interim holding to light commercial to accommodate a proposed restaurant.
City planning staff recommended approval, saying the property's frontage is already zoned light commercial and the request aligns with the comprehensive plan's retail/office designation. "It's gonna be 5.947 acres," City staff member Cody said while describing the application and noted the site will connect to city sewer after the moratorium and associated development agreement are resolved.
Staff told the commission the change would allow the parcel to be developed in a manner similar to neighboring properties, would tie into existing infrastructure, and "will not result in any additional school demand," Cody said. City staff mailed eight notices to property owners within 200 feet and published notice in the Hood County newspaper on May 24, 2025; staff reported zero letters in favor and zero against and recommended approval.
Skyler Lyle, the civil engineer representing the applicant, told the commission the request "is in line with the future land use" and offered to answer questions about the proposal.
Commissioner Hayes moved to approve the zoning change and Commissioner Moore seconded; the motion passed. No public speakers spoke in opposition during the hearing.
Next steps identified in the meeting record include continued plat review under the city's moratorium development agreement process and subsequent building/site permitting once the plat and utility connections are finalized.
