Members of the Little Rock School District policy review committee presented a combined set of proposed revisions to certified personnel policies at a June 12 special board meeting. The committee, which includes board members and district staff, said it worked from model policies and state law references and asked that the board consider the recommended language at a future business meeting.
The certified personnel policy presentation was introduced by committee co-chairs and committee members who described months of work and a unanimous certified PPC vote to accept the committee’s recommendation. Committee members told the board they used the Arkansas School Boards Association model policies and state guidance to inform revisions.
Board members and the district attorney raised three substantive concerns during discussion. Director Adams asked whether specific guidance limiting discussion of implicit-bias topics in training came from state law; he called the model language “a really terrible guidance” but said he would vote for it if state law required it. Legal counsel and committee members said the contested language was taken from ASBA model policies and that the board’s attorney would circulate a written confirmation about the legal source of the language.
On reductions in force, several board members asked for clearer text making explicit that a RIF requires board action unless an automatic 10% statutory trigger occurs. Legal counsel and committee members said the board retains ultimate authority to approve RIF actions and agreed to add a sentence clarifying that board approval is required for a RIF implementation unless an automatic statutory trigger applies.
Board members also asked for clarification of policy language on handling controlled substances: whether disciplinary responses should treat licensed health-care professionals differently than other employees and how law enforcement involvement was intended to operate. The committee said it would review that section and circulate suggested language.
The certified policy presentation also included committee introductions and acknowledgments: committee co-chairs Miss Teresa Knapp Gordon and Miss Austin, Dr. Angela Bradford (chair for the classified PPC), Gina Curry (principal, CHCO), Anna Strong, Roy Vaughn and Nurse Patricia Brown were named as contributors. The certified PPC chair said the certified staff committee had a unanimous vote to accept the recommendations.
Finally, a board member announced the district’s merit-pay distribution: 299 teachers will receive a total of $1,100,000 in merit pay, with payroll actions managed by Mr. Bailey’s team and payments scheduled by the end of the month.
No formal vote to adopt the certified personnel policy revisions was recorded at the special meeting; committee members asked that the board consider the combined policy package at an upcoming business meeting after staff and legal clarifications are circulated.
