Commission set to review working draft of revised forest master plan as wildfire rules and inspections advance

City staff and commissioners discussed next steps for a revised Forest Master Plan and the intersection of that plan with new wildfire mapping and inspections.
Kelly and staff said Nikki has prepared a working draft that incorporates steering-committee input from a two-day public workshop. Staff emphasized that the document the commission will review is a new working draft rather than a redline of the earlier Davey Resource Group inventory; it is intended to be the version shared with the steering committee before formal public comment and an initial CEQA review.
Staff noted that council recently adopted the California Wildfire Protection Act mapping and that the city must harmonize the new mapping and wildfire-related requirements with the master plan. Commissioners asked that the draft explicitly address wildfire mitigation and coordination with the city’s Community Wildfire Protection Plan (CWPP) and that the steering committee consider CWPP integration at its next meeting.
Staff described Monterey County Fire’s planned summer inspections under newly mandated wildfire maps and suggested inviting a representative (fire inspector or county staff) to present what inspections will cover and how property owners will be notified. Staff and a county representative in an earlier meeting described the inspections as grid-based site assessments intended to give residents usable advice rather than impose blanket tree removal; staff said mailers have been sent and interns may conduct on-site assessments over the summer.
Commissioners asked that the city update the public website to remove or replace an older Davey draft and make clear which document is the working draft for steering-committee review. Staff agreed to update the website and to schedule a full-day steering-committee workshop to review the working draft; the version after that workshop would be the document staff expects to post for CEQA scoping and initial study input.
