Johnson County board reviews budget process; staff identify two end-of-year amendments

Board members were briefed on the district’s budget timeline and told the board approves the budget before it goes to the county commission for committee and full-commission action.
Staff explained that the district operates four major budget funds (county general, general purpose school, road department and service) and that final, audited receivables and payables are not always known until July. The presenter said the district’s operating budget is about $41,000,000.
Two specific amendments were described for the board’s consideration at the next regular meeting: an increase in the general-purpose account to cover an additional architect invoice tied to the Laurel parking-lot project, and a Head Start timing amendment of roughly $60,000 to allow calendar-year Head Start expenditures to be covered within the district’s fiscal-year accounts. Staff said the architect invoice forced an increase in the amount moved into the relevant accounts and the Head Start change is a timing/fiscal-cycle fix so Head Start can spend allotted funds without running a category over.
Officials also explained year-end "cleanup" procedures: if leftover funds remain, they may be placed into designated or undesignated fund balance depending on purpose. The board noted that after the county commission approves the court amendments, money cannot be moved across major categories though limited cleanup within a category is allowed.
Staff encouraged board members to meet with central-office staff to review the budget packet line by line before formal votes.
