RTC approves application to seek $200,155 in FTA Section 5310 funding for Jack Assist

The Carson City Regional Transportation Commission on May 20 approved a resolution authorizing staff to submit an application for FTA Section 5310 funds in the amount of $200,155, with a required local match estimated at $50,039 to support capitalized operating expenses for the Jack Assist program.

Marcus Myers, Transit Coordinator for Carson City Public Works, told commissioners the 5310 program provides federal funding to enhance mobility for seniors and people with disabilities and that capitalized operating expenses are eligible at an 80% federal share, unlike typical operating grants funded at a 50% federal share. Myers also noted a typographical error in the draft resolution: the adoption date in Exhibit 2 shows 2023 and should read 2025.

The commission briefly questioned the match calculation. Commissioner Lucia Maloney asked whether the listed $50,039 represented 20% of the federal share or the total program cost. Myers explained the match is calculated as 20% of the total program cost (i.e., the federal share plus match), which produces the $50,039 figure when the program need is estimated at about $250,194; the federal portion would then be roughly $200,155. Commissioners confirmed the resolution itself does not list dollar amounts and only commits the commission to submit the application and provide the required local match if the grant is awarded.

Commissioner Greg Dodson moved to approve Resolution 2025-RTC-R-1. The motion carried unanimously; the record shows all members present voted in favor, and the transcript reflects the previously noted correction to the adoption year in the resolution.
