Brighton — The Brighton City Council voted to conduct a reading of proposed Ordinance 609, which would amend chapter 22 governing solicitors and canvassers, and set a public hearing for July 8, 2025.
Community Development Manager (presenting) and City Attorney Gavis described the changes as a consolidation and cleanup of existing code sections to make the ordinance consistent with constitutional requirements. Attorney Gavis said staff added explicit exemptions for children soliciting on behalf of sports teams, Boy Scouts/Girl Scouts and similar youth fundraising, and clarified that trick-or-treating on Halloween does not require a permit.
The change also combines peddler and canvasser rules that had been in separate ordinance sections and standardizes permit language. Manager Caruso said staff had brought an earlier draft in November 2024 and revised it to address those specific concerns.
Council member Gardner moved to conduct the reading and set the hearing; Council member Albert seconded. The motion passed by voice vote.
The public hearing will occur July 8; staff said notices will be posted and the city attorney will be available to answer technical questions at that hearing.
