Board approves Treasure Coast Fencing license, denies Blacktop Specialist application

The Board of Examiners and Contractors approved a certificate of competency for Treasure Coast Fencing LLC and denied an application for Blacktop Specialist Incorporated during the meeting.

Staff recommended approval of Rainier (spelled variably in the transcript) Perez’s application for a fencing contractor license on the basis that the application was complete. Staff said the item had been presented at a prior meeting that lacked a quorum and that staff had since reviewed the application and recommended approval. The board moved and approved the license by recorded roll call.

On the Blacktop Specialist application, staff told the board the matter had been heard previously and was tabled so the applicant could provide additional documentation. Staff said the applicant failed to provide the required documentation and that the City Clerk’s Office had voided the application; staff recommended denial. Staff and board members discussed that paving and similar trades are among those preempted by the state statute and no longer processed locally; contractors for those trades must obtain state certification. Staff said applicants in paving have had difficulty obtaining locally sponsored exams because many jurisdictions stopped offering them after the state action.

The board recorded a roll-call vote to deny/void the Blacktop Specialist application. Board members present voted in favor of denial. Staff recommended applicants in preempted trades pursue state certification or available state specialty licenses.

Separate housekeeping items approved earlier in the meeting included adoption of minutes from December 10 and May 13.
