Council sets July 8 public hearing on ordinance to allow duplexes on select Northeast Street parcels

Brighton — The Brighton City Council voted to conduct a reading of proposed Ordinance 608 and to set a public hearing for July 8, 2025. The ordinance would allow duplexes and two-unit townhomes on a limited group of parcels on the west side of Northeast Street where lots share property lines with a C-2 commercial district.
Community Development Director Caruso told council the proposal affects 12 parcels and was developed as part of the city’s master-plan review. He said the change would be “restrictive” and similar to standards in the R-5 zoning district: most affected lots are platted 66 by 132 feet and would permit a duplex or two townhome units rather than larger multiunit developments.
Caruso also explained a technical change addressed by the ordinance: single-family homeowners in R-5 were being held to R-1 single-family rules; the amendment brings single-family rules within R-5 into alignment with the multifamily standards in that district so that single-family homeowners are not subject to the more restrictive R-1 standards.
Council discussed notice requirements for the public hearing. Council member Pettengill asked how far residents would be notified; Director Caruso replied that state law requires 15-day notice and that the city typically mails notices to properties within 300 feet of affected parcels and will send letters in advance of the minimum requirement.
Council member Gardner made the motion to conduct the reading and set the hearing; Council member Gibson seconded. The motion passed by voice vote; council did not record a roll-call tally in the audio record.
Staff said the ordinance was developed at the planning commission level following prior master-plan work and that additional ordinance amendments tied to the master plan will follow separately.
