The Janesville Alcohol Licensing Advisory Committee on June 3 recommended approval of an original class B intoxicating liquor and fermented malt beverage license for White Oak Pub LLC, doing business as White Oak Pub at 429 North Parker Drive, with the new license scheduled to begin July 1.
Committee member Bruner moved to approve the application and Sikich seconded; the motion passed unanimously. The committee opened and closed a public hearing with no members of the public speaking.
The application before the committee arises because the property is being sold and the incoming licensees, Theresa Eser and Christopher Eser, asked for approval to begin their license on July 1, when the existing White Oak license will end at midnight June 30. Committee staff told the group that if the Esers wished to operate the business before July 1, the current owner could appoint one of them as an agent and allow them to run the operation through June 30 under a written agreement with the current license holder; that arrangement would be private between the two parties and not part of the committee’s license approval.
Theresa Eser told the committee she did not plan interior changes immediately and would focus on exterior work — a new roof and siding — before later updating the kitchen. Committee staff noted the existing food license is limited to pizza and pre-prepared items because the kitchen is not currently approved for full food-service; any future food-service changes would require separate approvals.
Committee staff and the deputy police chief discussed storage and control of alcohol if the Esers take over. The committee was told the current owner still controls the property until the transfer and that written acknowledgement would be needed if the owner appointed the applicants to operate the business before July 1.
The committee chair told the applicants the committee’s recommendation will go to the City Council consent agenda on Monday the 9th; applicants were advised to attend that meeting.
Action on the application was a motion to approve the original license application for White Oak Pub LLC, moved by Bruner and seconded by Sikich; the committee voted unanimously (6–0).
