Planning commission backs Ridgeview Church expansion with parking and landscaping conditions

The Rockwall Planning and Zoning Commission voted to recommend approval of a specific-use permit to allow an expansion of Ridgeview Church that will add 35,653 square feet of internal space and associated parking.
Planning staff said the existing building was constructed before annexation into the city and is legally nonconforming in several respects, including parking located between the building facade and FM 552. The proposed expansion would increase the total building area (staff estimated the combined size would approach 54,000 square feet) and requires discretionary approval because it exceeds the 25,000-square-foot threshold for a general retail district.
Applicant representative Grayson Hughes of Sutherland King said the design addresses constraints created by the building’s existing placement and right-of-way dedications. As compensatory measures for deviations in parking lot location, the church proposed additional landscaping along FM 552 and Preezequill Road, a residential adjacency buffer to the north, and removal of two portable classrooms to bring the site closer to Unified Development Code standards.
Angelica (planning staff) told commissioners the proposed expansion’s parking will meet the required number of spaces. No written opposition was received in the mailed notices and no speakers appeared in opposition at the public hearing. A motion to approve the specific-use permit for the house of worship passed on a 5-0 vote.
The commission’s recommendation will proceed to the City Council for final action; staff noted a draft ordinance was included in the commission packet.
