The Southern Edwards Plateau Habitat Conservation Committee voted June 10 to approve enrollment of a 24.46‑acre property owned by WRPD LLC in the Southern Edwards Plateau Habitat Conservation Plan (SEPHCP).
The property at 11540 FM 1957, San Antonio, Texas 78253, lies outside the San Antonio city limits in western Bexar County. The applicant and consultant Colliers Engineering and Design submitted the request to enroll the site in the SEPHCP so the developer can mitigate covered‑species impacts associated with future development of the parcel.
Staff presented a draft mitigation determination and recommended approval. According to staff materials, the project area contains 0 acres of golden‑cheeked warbler habitat within the project and 0 acres of GCW habitat within 300 feet; the site does not contain black‑capped vireo habitat. The parcel lies in Karst Zone 3, with the committee noting 24.46 acres in that zone. Staff said participation will require a Karst Zone 3 and 4 participation fee of $24,460 and a plan administration fee of $2,446. Committee members asked staff to confirm a confusing phrase in the written report that appeared to say the parcel is within golden‑cheeked warbler habitat; staff clarified that was an error and the parcel does not contain GCW habitat. With no further questions, committee member Ken McGlamory moved to approve and Stan Jordan seconded. The committee approved the enrollment by voice vote.
