The Milwaukee Common Council Judiciary and Legislation Committee voted Monday to convene into closed session to consult with the city attorney about litigation and later, by general consent, placed File 1250309 on hold.
Alderman Deandre Jackson, chair of the Judiciary and Legislation Committee, said the committee would meet in closed session "pursuant to the section 19.851 g, Wisconsin statute for the purpose of conferring with the city attorney who will render oral or written advice with respect to litigation in which the city is or is likely to become involved." The meeting notice named Room 301B at City Hall, 200 East Wells Street, Milwaukee, as the closed-session location.
The committee conducted a roll-call vote on the motion to convene in closed session. Alderman Andrea Pratt moved that the committee go into closed session; Pratt recorded "Aye." Alderman Bob Bowman and Alderman Mark Chambers also voted "Aye," and Jackson recorded "Aye." The motion carried on those recorded votes.
After the closed session, the committee returned to open session and took action on File 1250309, listed on the agenda as a "substitute resolution authorizing city departments to make limited policy and programmatic revisions." Alderman Chambers moved to hold the file; there were "no objections," and the committee ordered the hold by general consent.
The committee did not discuss the substance of any litigation in public session. No further debate or detail about the contents of File 1250309 or about the litigation matter appeared in the public transcript. The committee did not record a roll-call tally for the hold; the motion was adopted by unanimous general consent with no objections recorded.
The committee's action follows the procedure allowed under Wisconsin law for meetings that require confidential advice from legal counsel. Because the matter was handled in closed session, the city did not release further information about the litigation or about any departmental revisions covered by File 1250309 at the meeting.
Minutes or subsequent public filings may provide additional detail on File 1250309 or on any formal votes arising from the closed-session discussions.
