Council adopts broad slate of ordinances; grants, contracts, and budget approval recorded

Not all measures passed unanimously: the alley vacation ordinance (1 23 25) failed on a 2-3-1 vote (two yes, three no, one abstention). Ordinances 1 26 25 and 1 27 25 (both amending council-related sections) were tabled to convene a council-of-the-whole meeting for broader discussion. Ordinance 1 35 25 (Coleman Professional Services) was placed on reading because the council did not have the votes to pass it that day.
