Carbon County awards 42‑month electricity supply contract to Constellation New Energy at $0.09723/kWh

The Carbon County Board of Commissioners voted on June 5 to award a 42-month electricity supply contract to Constellation New Energy at a rate of $0.09723 per kilowatt-hour, following an online competitive auction of suppliers.

An electricity procurement consultant briefed the board on the auction process and results. The consultant said the office ran initial bids across multiple terms, narrowed focus to 36‑ and 48‑month terms, and added a 42‑month option that produced the lowest price in the final round. “That recommendation being, the 42 month, 1, because it's the lowest price,” the presenter told commissioners.

The consultant said the recommended contract start aligns with a July metering date and that Constellation, the county’s incumbent supplier, offered advantages in paperwork and continuity; Constellation also indicated it would consider waiving a June capacity-related charge (about $2,400) outside the formal bidding process. The presenter noted the waiver was not guaranteed and that it was outside the formal apples-to-apples bidding comparison.

Commissioners moved to amend the agenda to add the award item (agenda item 25-3-11) and then voted to accept the 42‑month proposal from Constellation New Energy at 0.09723/kWh. The board instructed staff to finalize contract language and prepare an e-signature–ready agreement; staff said the contract paperwork would be updated and available for e-signature within the next 20–30 minutes.

The award follows a market-sensitive process described by the presenter, who cited participation from multiple suppliers and short-term market factors such as natural-gas storage reports that influenced bids. The county will execute the contract and proceed with supplier onboarding; the agreement was described as a supply contract for electricity service, not an amendment to transmission or distribution utility responsibilities.
