Marietta board approves Cobb County Marietta Water Authority IGA for Old Highway 41/Stilesboro project

The Marietta Board of Lights and Water approved an intergovernmental agreement with the Cobb County Marietta Water Authority to relocate a wholesale boundary meter and extend a new 16-inch water main along Old Highway 41 and Stilesboro Road.

Kim Holland, who introduced the item, told the board the authority will extend a 16-inch main from Church Street extension to Kennesaw Avenue and relocate the boundary meter near Kirk Road to Loudermilk. Holland said the new main will “be solely for the purpose of feeding our distribution system,” and that upon completion the segment from the new meter westward to Kinsell Avenue will be owned and operated by Marietta.

Board members asked whether Marietta would lose customers; Holland said existing distribution lines would remain in place and that Marietta would not be giving up customers on Kirk Road. Holland said Cobb County Marietta Water Authority will fund the project entirely and that Marietta had input on design and will inspect construction.

A board member estimated the section under discussion could cost “probably, at least gonna be around $2,000,000,” a figure presented as an estimate by the speaker, not as a definitive contract amount. The board recorded that the work will likely begin in late fall at best, and that normal lane closures — not full roadway closures — were expected during construction.

A motion to approve the intergovernmental agreement passed 6–0. The agreement specifies that after the authority completes construction and the main is operating effectively, ownership and maintenance responsibilities for the installed main segment will transfer to Marietta.
