The Planning & Zoning Board on June 5 voted unanimously to remove a condition in ordinance 4,500 that had prohibited freestanding restaurants with drive‑throughs at Yamato Crossing (202 West Yamato Road).
Staff planner Heather Hanson said the original 2000 universal conditional rezoning allowed a bank with a drive‑through in response to neighborhood concerns at the time; a bank was never built on the parcel and the undeveloped portion has remained vacant for 25 years. Hanson said recent roadway improvements — additional turn lanes and an extra through lane near the intersection — and a current traffic study show a drive‑through restaurant would meet Palm Beach County traffic performance standards. The zoning district (B-4) permits drive‑through restaurants; the applicant requested deletion of the earlier restrictive condition.
Applicant representatives said the condition has kept the parcel vacant and that modern roadway changes and a new traffic study support revisiting the restriction. Several nearby residents opposed the change at the public hearing, citing traffic, accident risk and nighttime lighting adjacent to residences. Diana Barr and other neighbors said the intersection receives heavy volumes and that a drive‑through could produce traffic conflicts and late‑night light and noise.
Board members approved the rezoning amendment 7–0; if a developer later proposes a specific drive‑through restaurant, the project will return to the city for a site‑plan amendment and the standard permitting process.
