Public Works reports education, enforcement on bulky-item pickup as complaints decline

City public works staff told the Board of Public Works on June 5 that the city has increased outreach and active enforcement after switching to a new bulky-item pickup program. Staff said many residents have received notices and that crews are removing items left after the deadline and billing property owners when the city performs the pickup.
Staff described a two-step approach: proactively looking for improperly set bulky items, notifying residents and providing a deadline to schedule pickup with the contractor (referred to in the meeting as "John's"). If residents do not schedule or remove the items, the city arranges pickup and bills the property owner for the cost, staff said.
Board members asked whether the city had seen illegal dumping or significant increases in items placed away from a resident's property. Staff said they had not observed a large uptick in off-property dumping but noted isolated incidents are handled quickly.
Staff said this spring's effort included hundreds of notices to properties and that they expect the education effort to reduce future incidents. The board agreed continued outreach and timely enforcement were appropriate.
