Votes at a glance: Carson City Board adopts multiple routine resolutions, introduces D NID ordinance and approves right-of-way abandonments
Summary

At its June 5 meeting the Carson City Board of Supervisors adopted or advanced multiple routine items from the consent and public-agenda sections. Highlights of formal actions recorded in the transcript include:

- Downtown Neighborhood Improvement District (D NID): The Board adopted Resolution 2025-R-8 (assessment roll modification) and later introduced Bill 102 on first reading to accept the resignation of the nonprofit that administered the D NID and to designate the City as administrator. The Board also adopted the amended assessment roll for the D NID (Resolution 2025-R-10) after staff reported no protests or complaints.
- South Carson NID: The Board adopted Resolution 2025-R-9 ratifying the City Engineer's amended assessment roll for the South Carson Neighborhood Improvement District; staff reported no protests or deferments.
- Abandonments / rights-of-way: The Board approved multiple parcel/road abandonments to clean up mapping and remove unneeded street segments where connections were not required. Specific approvals included an abandonment on South Pratt Avenue to tidy mapping where prior board actions left private property in the right-of-way and an abandonment for part of Monitor Peak Street tied to the Blackstone Ranch Phase 2 tentative map. Planning Commission recommended approval of those abandonments and the Board voted unanimously to adopt them.
- Courthouse funds: As described in a separate article, the Board later adopted Resolution 2025-R-11 authorizing $1,700,000 from redevelopment funds for courthouse design (unanimous).
Meeting minutes and staff reports noted there were no formal protests on the NID items. Staff confirmed the city received letters from concerned parties and that some commenters had requested to speak at the D NID second-reading item that will return to the Board; staff said those speakers were not available for the June 5 meeting.
Ending: Several of these items carry administrative follow-ups (assessment confirmations, map corrections and final engineering), and staff will return with final ordinances/second readings and any contested items as needed.
