Council approves 2024 Planning Commission annual report; members discuss master plan progress and recruitment

Escanaba City Council approved the Planning Commission’s 2024 annual report and work plan and heard updates on master plan drafting and commission recruitment.
Shelby Walker, the city’s planning and zoning administrator, presented the report and said it documents permit activity, member activity and actions on site plans during the year. Walker referenced the Michigan Planning Enabling Act (PA 33 of 2008) as the statutory framework under which the Planning Commission submitted the report to council.
Walker and another staff member said the commission has been reviewing draft chapters of the master plan and recently held a charette. Attendance at the charette was lower than hoped but the comments were constructive; staff members are summarizing the input.
Staff and a planning presenter described vacancies and attendance changes on the Planning Commission and Zoning Board of Appeals: several commissioners had resigned or been removed in the prior period; new applicants have begun training and an appointment was made at the meeting (Stacy Lake). Walker said the commission expects to resume training and onboarding when the summer docket eases.
A motion to approve the annual report and work plan passed on roll call.
