Assistant staff and consultants reviewed proposed budgets for each district and explained the 3% increase reflected expected inflation and the districts' existing service levels. An on‑call assessment consultant from DTA confirmed the methodology and noted items where budgets remained unchanged because anticipated expenditures were lower.
No members of the public in the chamber spoke; a DTA representative on Zoom offered additional explanation. The council voted to set a public hearing and move the item forward as a group rather than handling each resolution individually.
Staff asked residents within affected districts to attend the July 2 meeting if they had questions. The staff presentation noted no direct general fund impact at this preliminary step; final levies and hearings will determine specific assessments.
