The Soledad City Council unanimously approved Ordinance No. 772 on Wednesday to adjust the city's public‑works procurement thresholds to match changes in state law.
Under the ordinance the thresholds for categories of public‑works contracts were raised to $75,000 for the simplest no‑bid category, $220,000 for informal bidding, and any contract above $220,000 would require formal competitive bidding. Staff said the new thresholds took effect statewide on Jan. 1 and bring the city code into alignment with the Uniform Public Construction Cost Accounting Act.
City staff explained the ordinance updates are intended to streamline procurement on smaller public‑works projects — such as minor construction, remodeling or installation — while preserving formal bidding for larger contracts. Staff also amended the local definition of public works to explicitly include installations such as HVAC systems.
The council waived further readings and adopted the ordinance by roll call vote.
