Davidson Water seeks new MOU with county to shift FEMA BRIC application to HMGP

Davidson Water officials told the Board of Commissioners on June 5 that a state decision to prioritize the Hazard Mitigation Grant Program (HMGP) over the FEMA BRIC program requires a change to the county's existing memorandum of understanding.
Ben Palmer of Davidson Water explained that the utility had earlier asked the county to act as subapplicant for a FEMA BRIC (Building Resilient Infrastructure and Communities) application to stabilize a riverbank at the Davidson Water plant. In February the state indicated it would not pursue BRIC at the federal competition level and instead recommended applicants shift to HMGP. HMGP requires projects to be shovel-ready by the application deadline of October 31. Davidson Water said it has retained an engineer, begun design work to meet the shovel-ready requirement and will remain fully financially responsible for the project.
Palmer asked the commissioners to terminate the previous BRIC MOU and execute a new MOU tailored to the HMGP terms; he said financial responsibility, including any match, remains with Davidson Water and that the request is procedural so Davidson Water can apply through the county. County staff indicated the new MOU would be placed on the Monday consent agenda for board action.
Ending: Commissioners agreed to place the MOU termination and new HMGP MOU on the upcoming consent agenda for formal board action; no vote was recorded at the June 5 public meeting.
