The board approved the request with a condition restricting operating hours to 9 a.m. to 10 p.m.
Architect Dash Christner presented the application and said the screen is intended to supplement wayfinding and event messaging for visitors to the larger Music Hub project; planning commission review and a planning-board negative declaration on environmental review were referenced earlier in the approval path. The applicant reduced an earlier request (previously four EMCs) and now seeks one double-sided LCD display housed in an aluminum body, with modest physical dimensions roughly equivalent to a 48-inch diagonal TV on each face.
Why it matters: The Music Hall expects increased attendance after its expansion and argued an EMC will help visitors—many coming from outside Rensselaer County—locate venues and programs. Board members asked about brightness and hours; the applicant proposed limiting operation and ensuring compliance with local ambient-light standards.
Public comment included a statement of support from Stuart Jones, who said the Music Hall and RPI are vital to the city and endorsed the measure. No adverse public comments were registered online at the time of the hearing.
