National Grid counsel Jessica Lees said the building will house pumps and equipment that circulate a closed fluid loop between geothermal bore fields and connected buildings’ water-source heat pumps. The city owns the parcel and intends to lease it to the Troy Local Development Corporation; National Grid would install and operate distribution piping. The board classified the building as a Type II action for environmental review and approved the requested variance by a 5-0 vote.
