Dora and finance staff also explained several capital closeouts and transfers (landfill closure stage 3, aeration project, boiler repairs and other completed projects) and said staff would provide any necessary line-item detail in the ordinance and packet materials for formal adoption. Staff confirmed they would update the assembly with any updated project balances where amounts printed in the packet differed owing to accrual timing.
Why it matters: accepting and allocating pass-through public-health funds supports local COVID-19 response and public-health programming. Properly closing completed capital projects returns balances to funding sources and keeps capital accounting accurate.
