The Kodiak Fisheries Research Center (KFRC) requires an upgraded saltwater disinfection system to meet lease and permitting requirements, and staff presented two consultant proposals to analyze disinfection alternatives and design a replacement.
Staff said the building's original ozonation system had not functioned as intended for years and that leaseholders (NOAA and Alaska Department of Fish and Game captive-animal research) require a compliant decontamination system. The manager and staff provided two fee proposals: a lower-cost option with a focused scope and a higher-cost option that includes a disinfection-alternative analysis comparing ozonation and ultraviolet treatment. The higher option is about $9,580 more because it includes the disinfection-alternative analysis.
Assemblymembers discussed tradeoffs. Several favored getting the fuller analysis to compare initial installation costs, long-term maintenance and operating costs, and permitting implications. Assemblymember Scott Smiley voiced support for ultraviolet treatment, citing its low ongoing operational footprint, while staff noted ultraviolet systems may raise electrical-usage concerns and that ozonation is commonly used for wastewater decontamination. Staff also said they had begun preliminary discussions with state regulators and that an APDS (wastewater discharge) permit process might be involved.
Why it matters: KFRC houses research and leased facilities whose permits depend on adequate decontamination of aquarium and research effluent. The choice of technology affects initial capital costs, ongoing operating expenses and permitting obligations.
