Council confirms annual assessments for McCarthy Ranch and Sinclair Horizons lighting and landscaping districts

The Milpitas City Council held a public hearing on June 3 and adopted resolutions confirming annual assessments and ordering levies for two landscaping and lighting maintenance assessment districts.

City Engineer Michael Severa presented the annual engineering reports for McCarthy Ranch Maintenance and Lighting District (No. 95‑1) and Sinclair Horizons (No. 98‑1), summarizing the districts’ purposes, boundaries and budgets. Severa said McCarthy Ranch (established 1995) funds maintenance of landscaping, irrigation, pedestrian lighting and entry improvements along North McCarthy Boulevard and adjacent areas; the district includes 45 commercial and industrial parcels and has an estimated FY25‑26 budget of $448,957. The engineering report showed a per‑square‑foot estimate of 3.81 cents, below the allowable maximum of 5.72 cents, and staff recommended no change in the assessment rate for FY25‑26.

Severa said Sinclair Horizons (established 1998) covers maintenance adjacent to Sinclair frontage road and Las Cocchi Street, includes 98 residential parcels and has an estimated FY25‑26 budget of $52,770; the assessment per lot is $538.41, below the maximum allowable rate of $591, and staff recommended no change in the assessment rate.

After a public comment of support from Voltaire Montemayor, Councilmember Chua moved to adopt the resolution for McCarthy Ranch (item 12); Councilmember Lian seconded. The motion passed by unanimous roll call. The council then conducted a separate vote to adopt the Sinclair Horizons resolution (item 13); that motion also passed unanimously.

The council confirmed the engineering reports and ordered the levies per staff recommendation.
