Plan Commission recommends rezoning Grace Bible Church parcel to Institutional

The Plan Commission on June 3 recommended approval of a zone change from Urban Mixed Use to Institutional for 145 West 20th Avenue, a property owned by Grace Bible Church Oshkosh Incorporated, to reflect an upcoming lot-line adjustment and property purchase.
Staff explained the request accompanies a certified survey map and a sale in which 145 West 20th would acquire about 16,606 square feet from 149 West 20th; the transferred area largely contains pavement that has historically been used for church parking. Staff recommended the rezoning to Institutional as the most appropriate classification for the consolidated church site.
Mike Lobenhagen spoke for the church and said the church historically used the parking lot when it owned both parcels and had first option to purchase when the apartment complex sold; he said the lot has long been used by the church. No other public comments were received. One commissioner indicated a business relationship with the seller and voted present; the recorded roll call showed the motion carried with seven ayes and one member recorded as present/absent accordingly.
The recommendation will go to Common Council for final action after the certified survey map and sale are completed.
