The Plan Commission voted 7-1 on June 3 to rezone a quarter-acre property at 1705 Oshkosh Avenue from Single-Family Residential-5 to Neighborhood Mixed Use (NMU). The applicant, Roloc LLC (Roadlock LLC in the staff report), intends to use the existing Victorian house for office or professional services.
Staff said the rezoning is consistent with the 2040 comprehensive plan, which recommends neighborhood commercial use for the site, and noted NMU zoning is commonly used on corner lots adjacent to residential areas. Staff also said conceptual site plans indicate no immediate exterior footprint changes are required and that buffer-yard requirements would protect neighboring residential properties.
Applicant representative Will Steiner said he had no additional comments but was available for questions. No public comments were received during the public hearing. The roll-call vote recorded a 7-1 approval, with Vice Chair Kiefer voting no; the motion carried and the item will be forwarded to the Common Council for final action.
Commissioners asked whether a planned development overlay (PD) was necessary; staff responded buffer-yard and use standards make a PD unnecessary for this proposal as presented.
