Council approves rezoning, Wawa site plan, $25,000 trail appropriation and other routine items

Gallatin City Council on June 3 unanimously approved a package of land-use and administrative items, including a rezoning for a small commercial outparcel, a preliminary site plan for a Wawa convenience store, a $25,000 appropriation for a multiuse path and acceptance of public improvements in a new subdivision.

The measures, taken during the council’s regular agenda, were adopted on voice votes with no recorded dissents. Council discussion was brief for most items; debate was longest on the Wawa preliminary master development plan, where several council members raised concerns about the proposed driveway access and potential light pollution.

Ordinance O-02504-20 (second reading) — Rezoning: Council approved rezoning 0.33 acres from agricultural residential to PGC (plan general commercial district) related to a Freedom Church outparcel and the Turn Downs master plan. Ordinance O-2505-28 (second reading) — Vol State Gap Veil Phase 1B multiuse path: The council appropriated $25,000 to complete Phase 1B of the Vol State Gap Veil multiuse path. The ordinance passed unanimously on second reading.

Ordinance O-2505-33 (first reading) — Year-end account cleanup: Council approved the ordinance as first reading to appropriate funds for year-end account cleanup. The item was approved on the council floor and recorded as passing unanimously.

Resolution R-2505-29 — Acceptance of public improvements: The council accepted public improvements in Ray State Section 2B and approved the resolution by voice vote.

Downtown road closure — Gallatin Chamber of Commerce pep rally: The council approved a request from the Gallatin Chamber of Commerce to close parts of the downtown square for a high-school pep rally on Aug. 12. The requested closure includes the square from Main to Franklin Street and the public square backside; proposed times submitted were closure from 4:30 p.m. until 10 p.m., with amplified sound from 5 p.m. to 8 p.m., and a water closure from approximately 5:45 p.m. until 8:15 p.m. The request was approved by motion and second.

What council members said

Councilman Givens, addressing the Wawa plan, said he opposed the driveway configuration that would route customers through or near residential areas: “I still don't like the entry, of what they're proposing.” That concern, echoed by at least one other member, led to caution about light and construction impacts though no conditions were added to the ordinance on second reading.
