Lake County adopts PLHA amendment, moves $847,981 into regional housing trust fund

Deputy County Administrative Officer Lisa Judd told the board the county had approved a memorandum of understanding in December 2024 with the cities of Lakeport and Clearlake to create the Lake County Regional Housing Trust Fund, a vehicle to combine PLHA funds and other allocations for countywide housing projects and programs. Judd said the county allocated $847,981 in PLHA funds to the regional trust fund under the MOU, contingent on HCD approval.
Judd said staff presented a corrected resolution during the meeting to fix a date typo and that HCD approval is required to finalize the amendment. Commissioners asked whether future projects could be added to the trust fund; Judd confirmed that projects could be proposed through the regional housing trust fund so long as they conform to PLHA requirements.
The board approved the corrected resolution and five-year plan amendment on a unanimous vote.
Why it matters: PLHA provides long-term funding to local governments for projects that increase housing production and preserve affordability. Pooling PLHA funds in a regional trust fund is intended to increase flexibility and allow larger projects that single jurisdictions might not deliver alone.
