Lake County Housing Commission votes to transfer federal voucher programs to Regional Housing Authority

Lake County Housing Commission approved a resolution authorizing voluntary transfer of the county's Housing Choice Voucher (HCV), Emergency Housing Voucher (EHV) and Veterans Affairs Supportive Housing (VASH) programs and associated annual contributions contract to the Regional Housing Authority.

The decision came during a June session of the Lake County Board of Supervisors sitting as the Lake County Housing Commission. Rachel Doman Parsons, Lake County Social Services director and executive director of the Lake County Housing Commission, told the commission the move is intended to bring "better services to Lake County" because the small local housing authority struggles to develop property and manage program operations that RHA has experience and capacity to undertake.

The resolution is a HUD procedural requirement to begin the consolidation. Parsons said RHA has already completed its required resolution and staff would move as soon as HUD approval is received. She asked the commission to authorize the chair to sign the resolution and to proceed "as soon thereafter as HUD approves."

Board members asked a handful of operational questions about funding, reporting and program oversight after the transfer. Parsons said the RHA will take over program administration and funding; the vouchers and HUD allocations would move with the program. She told commissioners that the county has 229 vouchers and the Regional Housing Authority has 2,107 vouchers overall; the county can convert up to 30% of vouchers to project-based vouchers for property development.

The commission approved the resolution on a unanimous voice vote. Commissioners indicated they expect RHA representatives to provide continued reports to the county and noted that county board members will have seats on the RHA board after the transfer.

The transfer will shift administration and funding responsibility from Lake County to the Regional Housing Authority once HUD completes its approval process; the resolution does not itself change voucher eligibility or immediate benefits to current voucher holders.
