Plan Commission backs text amendment increasing parkland dedication and fees-in-lieu

The Oshkosh City Plan Commission voted unanimously on June 3 to adopt staff findings recommending text amendments to the zoning ordinance (Article 13, Section 34.42(j)) that raise parkland dedication amounts and the fees in lieu of dedication.
Consultant John Cameron of Ehlers told the commission the recommended changes would increase the fee for single-family lots from $400 to $798 and the multifamily rate from $300–$330 to $665. He also recommended raising the land dedication requirement to 2,000 square feet per dwelling unit for both single-family and multifamily development. "The recommended update is to increase the fee for single family dwelling units from $400 per residential lot to $798, and for multifamily lots ... to $665," Cameron said during the presentation.
Parks Director Ray Mower explained the city contracted Ehlers in 2023 to review the parkland dedication fee and dedication area; an associated impact-fee study is on hold. The commission opened the public hearing but received no public comments. A motion to accept the findings and recommendations in the staff report carried on a roll-call vote of 8-0.
Commissioners discussed that the fee calculation reflects average land value per acre divided by the number of residents per acre of active parkland and that the commission should push the Common Council to prioritize supplementing park funding with city revenue.
The ordinance text amendment will proceed to the Common Council for final action as the next step in the local adoption process.
