Board approves special-use lease for Munger Mountain State Trust land; Friends of Pathways to proceed with trail work

Teton County commissioners voted unanimously June 3 to approve a special-use lease with the Wyoming Board of Land Commissioners for the Munger Mountain State Trust parcel, clearing the way for recreational use, volunteer trail work and habitat enhancement.
Deputy County Attorney Keith Kingery said the lease had been approved by the state Board of Land Commissioners in August 2024 and that the county has already paid the first-year lease payment. He explained the county will make annual payments of $75,000 adjusted by an annual CPI provision (3.5% noted in discussion) and that staff created a county account funded by SPET receipts intended to ensure annual payments over the lease term. Kingery said the county intends to continue using existing trails that link to U.S. Forest Service trails; creating new trail connections would require additional county coordination with the state land office.
Parks and Recreation staff and Friends of Pathways have volunteer plans and weed-management plans ready to proceed once the lease is recorded and processed. Commissioners and county staff praised the collaborative effort among the county, state land office, Friends of Pathways and other partners. The motion to approve the lease was made and seconded on the record and passed unanimously.
Commissioners noted the lease term is 35 years and described the arrangement as a long-term commitment that will be funded from SPET resources set aside for the purpose.
