Board approves Jorgensen task work orders, uses $651,000 in SPET Transportation Alternatives funds for Stilson Transit Center work

Teton County commissioners on June 3 approved task work orders 1 through 5 with Jorgensen Associates for professional services tied to the county’s BUILD grant projects and authorized the use of $651,000 in 2022 Transportation Alternatives SPET funds to cover professional services for the Stilson Transit Center for FY2025 (retroactive) and FY2026.

Public Works Director Heather Overholser said Jorgensen’s master agreement (approved in 2021) covers grant administration, project design, construction management and related services. The FY26 task work orders proposed total $1,856,655; of that amount, Overholser said $1,285,007 is the county’s sole responsibility under the current budget and partnership agreements. The board corrected a minor typographical discrepancy in the draft motion and approved the printed numbers.

Overholser explained that professional-service expenses incurred in FY2025 for Stilson are eligible for BUILD reimbursement at a rate of 78.81% with a 21.19% local share; however, anticipated FY2026 professional services for Stilson will be paid locally because BUILD grant funds are expected to be exhausted for that project. The board authorized using $651,000 of 2022 Transportation Alternatives SPET funds to cover professional services for Stilson across FY2025 (retroactive) and FY2026; staff said that commitment would leave about $1.6 million unobligated from the county’s $15 million Transportation Alternatives SPET allocation.

Commissioner Gardner moved approval and Commissioner Carlman seconded. The motion passed unanimously.
